Five new measures for the management of phosphate resources have been adopted

On April 27th, Yunnan Province, Hubei Province, Guizhou Province, Hunan Province, and Sichuan Province jointly initiated the second joint conference on the development of phosphate rock resources and was held in Puyang City, Hubei Province. The Department of Mineral Resources Development and Management of the Ministry of Land and Resources discussed with the joint meeting members.

The five new measures are: “Provisions for the Management of the Access to Phosphate Rock Resources” in the 5 provinces, “Administrative Measures for the Release of Phosphate Mining Right Standards”, “Management Measures for the Annual Total Exploitation of Phosphorus Mines,” and “Council of Phosphorus Mining Supervision "Control Measures" and "Annual Report System for the Social Responsibility of Phosphorite Enterprises".

The main contents include: In terms of development access, the geological prospecting work for newly established phosphate rock mining rights should, in principle, reach the level of exploration. The application for mining rights should have the qualification of an independent enterprise legal person. The mining right applicant should, in principle, require mining and mining. The integrated fertilizer or mineralization joint venture shall have a registered capital of not less than 30% of the total investment in mine construction as measured by the approved mineral resources development and utilization scheme. The scale of mine production and service period for newly constructed, expanded or expanded phosphate mining options must be the same as Mining reserves match. The annual production scale of large, medium and small-sized phosphorus mines is 500,000 tons, 300,000 tons and 150,000 tons respectively.

In terms of the distribution of mining rights, the total amount and the total control of the designed mining capacity shall be determined according to the mineral resources planning, the development needs of the phosphorus chemical industry, the national industrial policy and the market demand for mining rights. In the management of the total amount of phosphate ore mined, following the principle of “balancing the total amount, optimizing the structure, saving intensively, and stabilizing the market”, a joint meeting of the five provinces of phosphate rock resources development jointly created a joint discussion and determination. In the aspect of phosphate rock development supervision, the departments of land and resources of the five provinces have implemented joint inspections and joint control, and at the same time established credit files for mining rights holders, as well as notification systems for the management of mining rights and the monitoring of law enforcement.

In terms of fulfilling corporate social responsibility, member companies must establish an open system for publishing annual reports on social responsibility.
