Ministry of Transport: Will solve the problem of local pesticide transport resistance

The four ministries and commissions recently issued the "Notice on the Transport of Pesticides," which was generally welcomed within the industry. However, in the past two months, several reports have emerged from across the country indicating that some local road transport authorities have refused to implement the notice, claiming they haven't received it or that it's unrelated to road transport. Despite the fact that pesticides are classified as ordinary goods, some law enforcement agencies have been imposing fines for improper cargo handling, such as not securing the load properly. In response, officials from the Supervision Department of the Ministry of Transport stated that they will immediately conduct on-site investigations and handle the situation seriously. Any unreasonable fines will be fully refunded. A company in Shandong shared its experience on May 7, when it transported malathion pesticide to a county in Hebei Province. Upon reaching Wuqiao County, the vehicle was intercepted by staff from the local transportation management department. The drivers were informed that the cargo was considered dangerous, and they were issued a traffic violation notice along with a specific administrative decision. The company was ordered to halt operations and fined 30,000 yuan. The vehicle and its contents were temporarily detained at a designated parking lot. On May 8, the company sent representatives to negotiate and presented the Malathion Pesticide Registration Certificate (which indicates low toxicity) and the "Notice on the Transport of Pesticides" issued by the four ministries. However, the Wuqiao County Transportation Bureau personnel still insisted that the product was classified as dangerous, arguing that they had not received the document and that it was intended for water transport, not road transport. After unsuccessful negotiations, the company was forced to pay a 6,000-yuan fine due to urgent delivery needs. The company’s representative told reporters that on May 8, they witnessed the pesticides being exposed to direct sunlight in an open area, which is against strict storage regulations. Such exposure can severely affect the quality and effectiveness of the pesticide, causing significant losses for both the company and farmers. Chen Zhengcai, a senior engineer from the Water Transport Bureau of the Ministry of Transport, confirmed that some local departments have failed to implement the notice due to not receiving the documents or misunderstanding their scope. While most issues have been resolved through coordination, some organizations continue to resist implementation. Chen suggested increasing awareness campaigns, organizing relevant departments to study the notice, and exposing those who violate the rules. Industry experts recommend that new pesticide transport policies should be implemented comprehensively. Besides production companies, transporters and law enforcement agencies must fully understand and interpret the policy to ensure effective execution. The Ministry of Transport has taken the companies' concerns seriously. Deputy Director Zhang of the Supervision Department stated that the issues will be promptly investigated on-site and handled with seriousness. Unjustified fines will be refunded.
