Refined oil prices rose by 310 yuan/ton

All provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps Development and Reform Commission, Price Bureau, China National Petroleum Corporation, China Petroleum & Chemical Corporation, and China National Offshore Oil Corporation:

Based on the current mechanism for the formation of refined oil prices, combined with changes in the oil prices in the international market in the recent period, it was decided to increase the price of refined oil products. The relevant matters are hereby notified as follows:

1. Adjusting domestic refined oil prices (1) Supply prices of refined oil production and operation enterprises for the armed forces and the Xinjiang Production and Construction Corps, national reserve gas, and diesel (standard products, the same below) increased by 310 yuan and 300 yuan per ton, respectively. The supply prices of gasoline and diesel were RMB 7,730 and RMB 6,980 per ton, respectively. Other refined oil prices are adjusted accordingly. The adjusted standard product prices for refined oils are shown in Schedule 1. The price of non-standard products shall be determined by the quality ratio of the refined oil production and operation enterprises in accordance with the national regulations.

(2) Increase in the maximum supply price of gasoline and diesel for special users such as transportation and civil aviation. The adjusted maximum supply prices of gasoline and diesel standard products were 8,130 yuan and 7,380 yuan per ton, respectively. The highest supply price of non-standard products is determined by the product quality ratio of the refined oil production and operation enterprises. Among them, the railway, fishery, forestry, agricultural gas and diesel prices are temporarily used for the implementation of military oil prices.

The highest supply price for qualified private wholesalers is determined by deducting 400 yuan from the maximum retail price. When the retail price of the market decreases, the supply price to private wholesalers must also be reduced accordingly, keeping the spread at no less than 400 yuan.

The specific supply price may be negotiated between the supply and demand sides on the premise of not exceeding the maximum supply price.

(c) The highest retail prices of gasoline and diesel in various places increased. The adjusted maximum retail prices of gasoline and diesel in all provinces (autonomous regions and municipalities) and central cities are shown in Schedule II. The competent pricing department of each province (region, city) adjusts the maximum retail price of non-standard gasoline and diesel products according to the specified quality ratio.

Retailers of refined oil products can independently formulate specific retail prices without exceeding the maximum retail price.

(d) The maximum wholesale price of gasoline and diesel increased. The contract stipulated by the supplier for distribution to the retail enterprise, the highest wholesale price is determined based on the maximum retail price of 300 yuan; if the contract is not agreed upon, the maximum wholesale price shall be based on 300 yuan by the provincial (regional and municipal) price authority. Then consider the transportation and expense factors. When the retail price of the market declines, the wholesale price must also be reduced accordingly, and the price difference between the wholesale and retail is not less than 300 yuan. The competent department of price of each province (region, city) formulates the highest wholesale price of non-standard products according to the specified quality ratio.

A refined oil wholesale enterprise may negotiate with the retail enterprise to determine the specific wholesale price without exceeding the maximum wholesale price.

(5) The maximum ex-factory price of liquefied gas is determined in accordance with the ratio of 0.92:1 maintained by the military and other departments with the supply price of the 90th gasoline. The supply and demand sides can negotiate and determine the specific price without exceeding the maximum ex-factory price.

(6) The adjusted price will be implemented starting from 02:00 on December 22, 2010.

Second, do the relevant supporting work (a) strictly control the chain reaction of refined oil price adjustment.

1. After the refined oil price adjustment, the price of railway passenger and freight transport, urban public transport, rural road passenger transport (including inter-island and rural waterway passenger transport) and civil aviation domestic passenger fuel surcharges will not be increased.

2. The impact of refined oil price adjustment on the taxi industry can be adjusted by adopting ways to adjust taxi transportation prices or collecting fuel surcharges, and continue to adopt the method of granting temporary subsidies to stabilize the income level of taxi operators before the introduction of grooming measures. .

3. The adjustment of refined oil prices will affect the increase in the cost of road passenger transport. Local governments can appropriately adjust the tariff or fuel supplement on the basis of the requirements of the linkage mechanism of oil transportation prices. .

4. For the prices of road freight and water transport that have already adopted market adjustment prices, all localities must strengthen monitoring to prevent unreasonable price increases.

(b) Implement various subsidy measures and properly arrange life for low-income groups. After adjusting the price of refined oil products, some difficult groups and public welfare industries such as grain farmers, fishery, forestry, urban public transport, rural road passenger transport, and taxis will continue to be subsidized by the central government according to the established subsidy mechanism. The Ministry of Finance will release it separately.

All localities must take into consideration the price adjustments of refined oil, liquefied petroleum gas, and other changes in market prices, and continue to do a good job in basic livelihood protection for difficult groups such as urban and rural residents.

(3) Organize the market supply and price supervision and inspection of refined oil products.

1. PetroChina and Sinopec Group Corporation shall make a good connection between product oil production and transportation, optimize the product structure, and ensure the supply of refined oil, especially diesel oil. At the same time, it must supervise its affiliates to strictly implement the national price policy.

2. The competent price departments at all levels should increase the supervision and inspection of the refined oil market, severely crack down on the behavior of snapping up and hoarding at the time of price adjustments, and crack down on behaviors that confuse and confuse the public and disturb the order of market prices, and maintain the stability of the refined oil market.

3. All local people's governments and relevant departments shall strengthen the monitoring and analysis of the refined oil market, transportation, and other related industries, and timely coordinate the resolution of conflicts and problems.
