Second, any individual or organization that identifies a potential hazard has the right to report it to the relevant work safety authorities. This empowers both employees and the general public to play an active role in maintaining a safer working environment.
Third, companies must create a formal system for reporting hazards and offer incentives to encourage employees to identify and address risks. Those who successfully detect, eliminate, and report hazards should be recognized and rewarded, either through monetary compensation or public acknowledgment.
Fourth, each entity is required to conduct quarterly and annual analyses of their safety inspections and submit written reports to the appropriate regulatory bodies. These reports must be submitted by the 15th of the following quarter and by January 31 of the next year.
Fifth, the regulations emphasize the importance of preparing for natural disasters that could lead to accidents. Companies must investigate and manage such risks according to existing laws and standards, implement preventive measures, and develop emergency plans. When disaster warnings are issued, companies must promptly inform their subordinates and take necessary actions like evacuating personnel or halting operations. They must also notify local governments and relevant departments in case of imminent danger.
Sixth, failure to develop an action plan for major hazards, or failing to report them in a timely manner, can result in warnings and fines of up to 30,000 yuan.
Seventh, intermediary organizations that provide false safety assessments or certifications will face severe penalties. If their illegal gains exceed 5,000 yuan, they may be fined two to five times the amount. For smaller violations, fines ranging from 5,000 to 20,000 yuan may apply. Individuals found responsible may also face fines between 5,000 and 50,000 yuan. In cases where harm is caused, these organizations may be held jointly liable with the affected company.
