Second, any individual or organization that discovers a potential hazard has the right to report it to the relevant safety authorities. This provision encourages public participation in maintaining a safer working environment.
Third, companies must create a formal reporting mechanism for accident hazards, along with incentive programs to motivate employees to actively identify and eliminate risks. Those who contribute to finding and resolving hazards should be recognized and rewarded, either through monetary incentives or public acknowledgment.
Fourth, businesses are required to conduct quarterly and annual analyses of their safety inspections and submit detailed reports to the regulatory authorities. These reports must be submitted by the 15th of the following quarter and January 31st of the next year.
Fifth, the regulations emphasize the importance of disaster prevention. Companies must assess and address hazards that could result from natural disasters, implementing preventive measures and emergency plans as required by law. In the event of natural disaster warnings, timely alerts must be issued, and appropriate safety actions—such as evacuations or operational shutdowns—must be taken when necessary.
Sixth, failure to develop an action plan for hazard management, or failing to report major risks in a timely manner, can result in warnings and fines of up to 30,000 yuan.
Seventh, organizations that provide false safety assessments or certifications will face penalties, including the confiscation of illegal gains. Fines will vary depending on the level of income generated, with additional penalties for those responsible.
Finally, the regulations will take effect on February 1, 2008. This update reflects a stronger commitment to workplace safety and accountability across all industries.
