A few days ago, the third phase of Shaoxing’s sewage treatment project officially began to receive wastewater. This marks a major milestone as the city is set to meet its goal of expanding daily sewage treatment capacity by 200,000 tons this year, bringing the total to 900,000 tons. The progress reflects a growing commitment to environmental protection and sustainable urban development.
In winter, the Bohai Sea lies still, with egrets occasionally flying over its calm surface. Every day, hundreds of thousands of tons of sewage flow through the city, passing through industrial zones where it undergoes processes like sedimentation, oxidation, and purification before meeting environmental standards and being discharged into the Cao’e River. This journey highlights the complex but essential process behind modern wastewater management.
As environmental awareness grows, the Shaoxing water treatment system has become a model for others to follow. Its ability to trace the flow and transformation of sewage offers valuable insights into the evolving relationship between industry and nature.
The third phase of the project was completed six months ahead of schedule, driven by strong government support. According to officials from Shaoxing Water Treatment Development Co., Ltd., the city's current centralized treatment capacity is nearing its limit, making the expansion critical.
The project started in 2002 with a 300,000-ton facility, laying a 256-kilometer drainage network that served both urban and county areas. Over the past five years, the city expanded its treatment capacity to 700,000 tons per day. With a domestic sewage collection rate of 73%, industrial wastewater collection at 96%, and a centralized treatment rate of 79%, Shaoxing has built a robust infrastructure.
Despite this success, challenges remain. The city recently imposed strict regulations on polluting industries, such as printing and dyeing, reducing their wastewater output. However, new factories and improved collection systems have increased overall sewage volume. To address this, the third phase was launched, aiming to handle 700,000 tons of sewage efficiently and prepare for a more refined approach.
Environmental authorities have also intensified inspections. In 2022, several plants were penalized for inadequate operations, highlighting the pressure on facilities to maintain high standards. Shaoxing has responded by adopting advanced technologies from the U.S. and Germany, including thin-walled prestressed engineering and intelligent oxygen supply systems, to improve efficiency and reduce energy use.
Looking ahead, a new national assessment system will evaluate not just discharge levels, but also pipeline networks and energy consumption. Shaoxing is already preparing for these changes, ensuring its systems are up to date and compliant.
With the third phase now operational, Shaoxing’s daily treatment capacity will reach 1 million tons, making it the largest industrial sewage treatment project in China. While this is a significant achievement, officials emphasize the need for long-term planning. Future growth will be limited, pushing the city to focus on sustainable industrial structures and source control.
Additionally, the company is exploring a revised pricing model to encourage responsible waste management. By using price as a tool, they aim to promote better pretreatment practices among industries, ensuring the system remains efficient and cost-effective.
