On February 14, 2017, the US Department of Commerce issued a notice to reduce the countervailing duty rate of double-money tires and Guizhou tires.
Among them, the countervailing duty rate of double money tires was reduced to 28.98% from the previously confirmed 38.61%; the countervailing duty rate of Guizhou tires was reduced to 63.34% from the previously confirmed 65.46%.
According to the resolution, China's tire manufacturers are correct, and the US Department of Commerce made some mistakes in calculating the tax rate.
In addition, the US Department of Commerce also adjusted the average subsidy rate for other tire companies, from the previous 52.04% to 42.16%.
It is understood that this tax rate adjustment is for Chinese tire companies to fight for it.
On January 23, 2017, the US Department of Commerce announced the results of anti-dumping and counter-subsidy final rulings on Chinese tires, and found that there were dumping behaviors of truck and bus tires imported from China, and obtained “subsidies that can be countervailing measuresâ€.
At that time, the amount of subsidies announced by the US was 38.61% to 65.46%.
Subsequently, Shuangmo tires and Guizhou tires accused the US Department of Commerce, saying that there were serious errors in the calculation of countervailing duty rates.
Tire World Network was informed that in addition to this successful case, on February 6, 2017, the US International Trade Court also ruled on the “Double Tax Group v. US Department of Commerce OTR (Off-Highway Tire) Anti-dumping Separate Tax Rate Caseâ€.
Double Money and its US subsidiary, China Manufacturers Alliance, LLC (CMA), won the case in this ruling.
According to this ruling, the US Department of Commerce will tax the double-tire tire OTR products at a margin of 0.14%.
Some analysts said that in the face of the "double opposition" of American tires, Chinese companies involved must make full use of the right of fair defense and actively respond to the lawsuit, so as to obtain the best results.
According to the tire "double-reverse" schedule, the US International Trade Commission will make a final ruling in early March 2017.
