On January 8, the State Council Information Office held a press conference to announce the special rectification efforts aimed at improving the quality and safety of agricultural products in China. Gao Hongbin, Deputy Minister of Agriculture, emphasized that the government is establishing a comprehensive monitoring system covering the entire supply chain of agricultural inputs, including registration, approval, production, distribution, and safe use of pesticides, fertilizers, and feed additives. Additionally, a recall system for substandard agricultural inputs will be implemented to ensure product safety.
In August 2007, the State Council launched a nationwide campaign to address agricultural product safety issues. The Ministry of Agriculture collaborated with multiple departments, including the National Development and Reform Commission, public security, customs, industry and commerce, quality inspection, and environmental protection agencies, to form an agricultural product rectification team. The operation was completed by December, marking a significant step forward in safeguarding food safety.
Agricultural inputs such as pesticides, fertilizers, and feed additives play a crucial role in determining the quality and safety of agricultural products. During the four-month special campaign, the team focused on the handling of highly toxic pesticides as a top priority. They investigated and penalized five banned pesticides, including methamidophos, parathion, methyl parathion, monocrotophos, and phosphoamine, which were prohibited from January 1, 2007. A total of 875.8 tons of these dangerous substances were collected and destroyed. As a result, the illegal production, sale, and use of these toxic pesticides have been largely eliminated across the country.
In addition to enforcement actions, the Ministry of Agriculture also issued 325 new agricultural product safety standards, including 98 pesticide residue limits, 11 detection methods for pesticide residues, and 14 methods for detecting veterinary drug residues. These measures aim to enhance the scientific basis for quality control and improve testing accuracy.
The special campaign also placed a strong emphasis on regulating agricultural input products. The Ministry strengthened market oversight, particularly for highly toxic pesticides. It revoked registration permits for 11 highly toxic pesticides from seven companies and launched the "National Pesticides Supervision and Management Network Linkage System." This initiative enables information sharing among local agricultural departments, facilitates joint investigations, and supports coordinated inspections.
Gao Hongbin highlighted the importance of long-term planning in ensuring the safe production of agricultural products. He stressed the need to use chemical fertilizers and pesticides scientifically and reasonably to support sustainable agricultural development.
To maintain the progress made during the campaign, the Ministry of Agriculture plans to continue building a long-term supervision mechanism for agricultural product safety. Both agricultural inputs and products will see improvements in quality traceability and accountability systems. Furthermore, robust monitoring, early warning, and emergency response mechanisms will be established. The ultimate goal is to create a comprehensive quality and safety supervision network for agricultural products that involves all sectors of society.
