Truck tire refurbishment rate increased to 25% in 2015

At present, China’s annual average rubber consumption accounts for 30% of the world’s total rubber consumption. The production of tire-consumed rubber accounts for about 70% of the country’s total consumption of rubber resources. It produces 233 million waste tires and weighs about 8.6 million tons annually. The equivalent of about 3 million tons of rubber resources, if all can be recycled and reused, equivalent to 5 years of natural rubber production in China. In order to effectively guide and standardize the comprehensive utilization of used tires in China, improve the comprehensive utilization of waste tires, and build a resource-saving, environment-friendly waste tire comprehensive utilization industry, promote the sustainable development of the rubber industry. The website of the Ministry of Industry and Information Technology announced today the “Guidelines for the Comprehensive Utilization of Waste Tires” (hereinafter referred to as “Opinions”).
The opinion pointed out that China has initially formed an old tire retreading and remanufacturing, waste tire production of recycled rubber, rubber powder and pyrolysis four business segments. There are about 1,000 tire retreading companies, about 1,500 reclaimed rubber companies, and about 100 rubber powder and pyrolysis companies. In 2009, China's tire refurbishment output was only 13 million, and the renovation rate was less than 5%, while developed countries were more than 45%; reclaimed rubber production was about 2.7 million tons; rubber powder output was about 200,000 tons; used tires were refurbished and recycled. Both the rate and utilization are at a low level. The comments emphasized that China's waste tire comprehensive utilization industry is facing a lack of comprehensive corporate strength; it has not yet established a standardized recycling system; product technology, quality standards and norms are not perfect; generally lack of technical research and development tools and strength, lack of technological innovation capabilities, etc. Big problem.
The comments put forward the development goal of the comprehensive utilization of used tires. By 2015, the renovation rate of heavy-duty tires will be increased to 25%, the retreading rate of giant engineering tires will be increased to 30%, and the retreading of car tires will achieve zero breakthrough. Waste tire resource processing environmental compliance rate reached 80%. Stable development of recycled rubber products with an annual output of 3 million tons; annual output of rubber powder up to 1 million tons; and pyrolysis up to 120,000 tons. Cultivate about 10 waste tires and make full use of well-known enterprises.
In order to achieve the above objectives, the opinions put forward the next four major tasks. The first is to increase the tire renovation rate, optimize product structure, strengthen source control, and improve the quality of new tires. The second is to strengthen the energy saving and emission reduction of the recycled rubber industry, improve the regeneration process and develop recycled varieties, and increase the industrial concentration and the level of corporate environmental purification equipment. The third is to gradually expand the scope of direct application of rubber powder and promote the direct application of new downstream products. The fourth is to promote the constant optimization of pyrolysis technology and it is forbidden to use waste tires for "oil refining."
At the same time, the opinions require that the competent authority should attach great importance to the comprehensive utilization of used tires, support the building of a comprehensive utilization zone for used tires, and promote the construction of legislation and related standards for the Regulations on the Management of Used Tire Recycling and Utilization. Build and standardize waste tire recycling system, strict industry market access system, and support the encouragement of tire retreading and production of recycled rubber using new processes, new technologies, and implementation of technological transformation projects.
