Since the third quarter of last year, due to the strong demand for high energy-consuming products and the rapid growth of high-energy-consuming and high-emission industries, some of the eliminated backward production capacity has resurfaced, especially in the first quarter of this year, due to the low base last year, electricity, steel, nonferrous metals, and building materials. Six high-energy-consuming industries such as petrochemicals, petrochemicals, and chemical industries rebounded sharply, which greatly increased the work pressure in the last three quarters. The third is to deal with climate change to bring great pressure on energy conservation. The "Eleventh Five-Year Plan" energy-saving and emission reduction target is a legally-binding target adopted by the National People's Congress. It is a solemn commitment that all levels of government must make to the people, and it is an urgent task to implement the scientific concept of development and change the mode of economic development. Whether this goal can be achieved or not is an important indicator of the government's execution power and credibility. With regard to the work that needs to be fully focused on at present, Xie Zhenhua, the deputy director of the department, stressed that at present, we must pay close attention to the following tasks:
First, pay close attention to the development of the implementation plan. The State Council's Document No. 12 requires that provincial governments should report the 2010 energy-saving emission reduction targets and implementation plans for the region to the State Council by the end of May. Meanwhile, they must send a copy to the National Development and Reform Commission and the Ministry of Environmental Protection.
Second, clarify responsibilities and strengthen accountability. Premier Wen Jiabao pointed out at the State Council's video-phone conference on energy-saving and emission reduction that next year the "Eleventh Five-Year Plan" energy saving and emission reduction targets will be calculated and a strict accountability system will be adopted to award rewards to unfinished missions in areas where missions are completed. The regions should pursue the main leadership and related leadership responsibilities and implement strict administrative accountability. The sanctions should be imposed until the position is rescinded.
3. Strictly control the rapid growth of the "two high" industries. It is necessary to strictly control new projects in the “two highs” and industries with excess capacity. This year, investment authorities at all levels must not examine, approve, record, and expand production capacity projects for “two highs” and overcapacity industries; if construction projects are violated, they must be ordered to stop construction. For projects that have been built in violation of regulations, they must be ordered to stop production; if they do not resist, they must take measures such as power cuts and water stoppages. We must vigorously eliminate backward production capacity, and all localities should implement the task of eliminating backward production capacity to the cities, counties and relevant enterprises. The relevant departments will announce the list of enterprises that have eliminated backward production capacity by the end of May, and complete the elimination task by the third quarter. For areas that have not eliminated the outdated production capacity on time, the “regional limited approval” has been implemented. For enterprises that have not completed the elimination of outdated production capacity on schedule, the emission permits and production permits will be revoked in accordance with the law. The relevant departments shall, according to law, stop the power supply and water supply that is behind the production capacity. Before the end of June, the National Development and Reform Commission will issue management measures for energy conservation assessment and review of fixed assets investment projects, which will be able to be evaluated as pre-conditions for project approval, approval, and filing.
Fourth, formulate and promptly start early warning programs. All regions must, in accordance with the requirements of the notice of the State Council, formulate an early-warning and control plan before the end of June to clarify what kind of measures should be taken under what form. Starting from June of this year, the state will publish monthly indicators for electricity consumption and the rate of increase in electricity consumption in various regions. The National Development and Reform Commission is formulating specific measures to rationally control the energy supply in areas where energy consumption and high energy-consuming industries have grown too fast, and to effectively change the phenomenon of open-door energy supply and uncontrolled use of energy.
V. Implement electricity price policies that are conducive to energy conservation and emission reduction. First, we must resolutely cancel tariffs for high-energy-consuming enterprises. High-energy-consuming enterprises such as ferro-alloys, chlor-alkali, and calcium carbide are a little lower than 10% of the large industrial electricity price, and are temporarily adjusted to a level 10% lower than the large industrial electricity price. Second, we must resolutely put an end to the preferential electricity prices introduced by various localities. All localities must conduct self-examination and self-correction of the implementation of the national electricity price policy, and implement electricity price concessions for high-energy-consuming enterprises (including polysilicon), or increase the relative high consumption of non-approved power companies and power generation companies, direct transactions, bilateral transactions, etc. If enterprises can implement preferential tariffs, they must immediately stop their implementation. Third, we must implement the differential electricity price. From June 1st onwards, we will increase the differential tariff increase standard for eight industries including electrolytic aluminum, ferroalloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus, and zinc smelting, and raise the standard for markup companies from 0.05 yuan per degree to 0.10 yuan per degree. Yuan, the elimination of enterprises increase the standard from 0.20 yuan per degree to 0.30 yuan. Fourth, punitive tariffs should be imposed on products and enterprises that exceed the limits of energy consumption. Before the end of June, the list of enterprises and products that exceed the limit of energy consumption (electricity consumption) shall be submitted, and provincial-level price supervisors The department, in conjunction with the power regulatory agency, implements a punitive tariff policy according to the list. Exceeding the quota is more than twice as high as the exemption category. Fifth, we must earnestly resolve the problem of waste heat and pressure power generation for the Internet and pricing policies. By the end of October, the country will introduce relevant policies. Sixth, we must strengthen supervision and inspection. Recently, the National Development and Reform Commission will organize teams with relevant departments to conduct a comprehensive investigation of the implementation of electricity tariffs for high energy-consuming enterprises. For those industries that do not strictly enforce the differential electricity prices and feed-in tariff policies, they will confiscate illegal income and handle it in accordance with the law.
Sixth, accelerating the construction of key projects for energy saving and emission reduction. This year, the state will allocate 83.3 billion yuan to support the construction of key energy-saving and emission-reduction projects. Local governments must also increase funding support. Construction projects should be inclined to short-term and fast-paced projects that can form energy-saving and emission-reduction capabilities as soon as possible, and form energy-saving and emission-reduction capabilities as soon as possible.
VII. Strengthen supervision and inspection.
