In response to the central government's recent announcement on restricting the use of plastic shopping bags, several Chinese and foreign business leaders in Beijing expressed their support and outlined plans to implement measures that would make the transition easier for customers.
The State Council's General Office recently issued a notice titled "Notice on Restricting the Use of Plastic Shopping Bags for Production and Sales," which emphasized that plastic bags have become a major contributor to white pollution. As a result, from June 1, 2008, all supermarkets, shopping malls, and retail stores nationwide are required to charge for plastic shopping bags and stop offering them for free.
On the 9th, reporters visited several Beijing supermarkets and found that while they are still providing free plastic bags at the moment, they all expressed strong support for the new policy and are preparing to comply. Carrefour’s public relations manager, Chen Bo, stated that the company is taking the policy seriously and will ensure full implementation by June 1.
Representatives from companies like Walmart and Wangfujing Department Store also welcomed the policy, calling it a necessary step aligned with corporate social responsibility and the broader public interest. One staff member from Wangfujing highlighted that this year’s Beijing Olympics emphasizes the concept of a Green Olympics, and the policy presents an excellent opportunity for businesses to contribute to environmental sustainability. In addition to following regulations, the store plans to educate consumers about eco-friendly practices.
Many retailers acknowledged that the policy might cause some short-term inconvenience but believe it will not significantly impact the market in the long run. They are actively working on solutions to assist customers during the transition.
Walmart noted that reusable shopping bags are already widely used in developed countries and plans to increase promotional efforts. The company is also considering repurposing old employee uniforms into free shopping bags.
Carrefour has been promoting non-woven reusable bags since 2004 and launched a new line of recyclable bags last November, selling 80,000 units in just ten days. The company plans to continue encouraging eco-friendly habits among consumers through more initiatives.
Overall, businesses in Beijing are showing a proactive approach to supporting the national effort to reduce plastic waste, balancing compliance with customer convenience and environmental awareness.
