The China Responsible Care Promotion Conference 2007, organized by the China Petroleum and Chemical Industry Association (CPCIA) and the International Chemical Manufacturers Association (ICMA), will take place in Shanghai from October 30th to November 1st. This event aims to highlight the importance of Responsible Care as a key strategy for achieving sustainable growth in China's oil and chemical sector. Recently, the reporter had an exclusive interview with Li Yongwu, Chairman of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference and also the head of the CPCIA, who shared his insights on the significance, challenges, and future direction of Responsible Care in China.
Reporter: Responsible Care is a concept initially introduced by foreign companies and brought into China. What are its practical implications for the Chinese petroleum and chemical industry?
Li Yongwu: Implementing Responsible Care is crucial for the long-term sustainability of our industry. According to recent data, there was a notable decline in accidents and fatalities in 2006, showing improvement in overall safety. However, the hazardous chemicals sector still faces rising risks, which can hinder development. Over the past decade, some industries have experienced setbacks due to environmental issues. If "three wastes" are not properly managed, it could lead to plant shutdowns. By adopting Responsible Care, Chinese chemical companies can take proactive steps in health, safety, and environmental protection, ensuring a stable foundation for sustainable growth.
Additionally, Responsible Care supports China's integration into the global economy. As international trade becomes more interconnected, transnational chemical companies expect their partners to follow similar standards. Therefore, implementing Responsible Care is not just a moral obligation but also a competitive necessity.
Reporter: What challenges do Chinese petroleum and chemical companies face when practicing Responsible Care, and what measures should be taken?
Li Yongwu: The implementation of Responsible Care is complex and requires both mindset and action. One major challenge is uneven development across regions and companies. To address this, we need stronger awareness campaigns, effective systems, and top-down leadership. Management must actively support and integrate Responsible Care into all business operations. It should become part of corporate culture, with every employee taking responsibility for health, safety, and environmental goals. A well-structured plan, based on the Responsible Care Guidelines, must be developed and implemented step by step. Persistence and continuous improvement are essential to ensure that Responsible Care becomes a core value for companies.
Reporter: With the weakening of safety management in the industry, what potential risks exist in the petroleum and chemical sector?
Li Yongwu: Several risks are emerging. First, the number of large-scale facilities and storage units is increasing, leading to more hazardous sites. Second, many private enterprises operate with outdated technology and poor safety conditions, resulting in frequent incidents. Third, the rapid growth of chemical transportation creates mobile hazards. Fourth, long-distance pipelines across diverse environments pose new risks. Fifth, many chemical plants are located in urban areas, increasing public exposure. Lastly, some company leaders prioritize profit over safety, neglecting necessary investments and proper risk management. These issues threaten the stability and future of the industry.
Reporter: What role does the China Petroleum and Chemical Industry Association play in promoting Responsible Care?
Li Yongwu: Although the association is relatively young, it has been actively promoting Responsible Care since its establishment. In 2002, we signed a cooperation agreement with ICMA to introduce and implement the program in China. In 2005, we hosted the first national conference to raise awareness. Following positive results, in April this year, 17 enterprises and parks launched the Responsible Care Pilot Project. Our goal is to encourage self-regulation, enhance corporate social responsibility, and drive the coordinated and sustainable development of the entire industry.
