At the same time, the "Regulations on the Application and Use of Motor Vehicle Driving Licenses" implemented from the New Year's Day in 2013 will exclude ambulances from being included in deduction rules.

This stems from the recent blockage of a Beijing ambulance, which caused a patient to die in the car. "From the scene to the hospital less than 3 kilometers from the road, took 40 minutes." Wang Wei Zhu Fa, a doctor from the Beijing 120 Emergency Center who was involved in the treatment, received widespread attention. Coincidentally, in Jinan, Wuhan, and other places there are also the phenomenon that ambulances cannot be smoothly driven on the road.

Emergency car blocked

For ambulance jams in different cities across the country, Professor Gu Yuanli of Beijing Jiaotong University, who has long paid attention to urban rail transit, analyzed that the main reason is that emergency lanes are heavily occupied, causing ambulances to only drive in ordinary lanes; Traffic in many cities is very congested. Drivers are faced with inevitable situations and there is no room to avoid them. In addition, the use of police lights and sirens at random when certain non-emergency missions are performed, also reduces the public credibility of the vehicles to a certain extent, so that drivers are reluctant to avoid ambulances.

Liu Yang, a Beijing citizen who has extensive driving experience, believes that the main reason for the ambulance being blocked is the irrational road planning and inadequate public transportation. "In the case where everyone is congested, how can an ambulance pass? It certainly can't go," Liu Yang said.

“Yongding Road, Dinghui Bridge...” The ambulance driver Zhang Shaojun casually said a series of severely congested roads. This is the “congestion map” that many Beijing ambulance drivers and doctors have in their hearts.

Li Jianren, director of the Beijing Emergency Center Propaganda Center, said that ambulance trips often encounter traffic jams because the “120, 110, 122, and 119 linkage mechanisms” are only adopted when there are major accidents or events. Li Jianrong said that he is currently communicating with the traffic control department and he hopes to be able to participate in coordination to ensure that the ambulances will be used for emergency operations. However, specific methods of operation still need further discussion.

Legislation and advocacy need to be strengthened

For evasive ambulances, China has relevant laws and regulations. According to the "Road Traffic Safety Law" and its related regulations, if a social vehicle does not avoid a special vehicle such as a police car, ambulance or fire engine that is carrying out an emergency mission, a fine of 200 yuan will be imposed; the social vehicle will cause a red light due to avoiding the special vehicle mentioned above. If the traffic and other lines are illegal, the traffic police department will not punish them after verification.

This provision has played a role in this "treasure rescue". After Dr. Wang Yuzhu's ambulance was blocked 300 meters away from the General Armed Police Hospital, a passenger car drove to the road west side and finally gave way to the ambulance.

However, these regulations are not widely understood by people and the advocacy of relevant laws remains to be strengthened. Some drivers stated that they did not dare to use red lights and other measures to avoid the ambulances when they encountered ambulances. The ambulances could only wait.

At the same time, the driver’s evasive awareness also needs to be strengthened. Beijing citizen Guo Yu said that he himself had encountered the problem of the motor vehicle occupying the emergency lane. “The emergency vehicle is not in a hurry.” Driver Liu Yang also said that he often encounters situations where the driver does not give way to an ambulance.

Professor Gu Yuanli said that he hopes to improve relevant laws and regulations as soon as possible and regulate everyone's evacuation of ambulances.
